Changes regarding "Tasks" and "Participants"

We reviewed the requirements for project proposals.

The assignation of participants to tasks has been removed. We think that it is necessary for planning of project implementation (if a proposal has been funded); but for a proposal evaluation and funding decision this is not essential.

The calculation of grants has been simplified.  Grants will be calculated as product of Daily Rate and Max. Days.

Also the assignation of Other Direct Costs to the Prject duration (quarters) has been removed.
